  1. The long-term development objective is to accelerate the withdrawal of PCB in use and the environmental sound disposal of PCB waste at the regional level, in an efficient and cost-effective manner in compliance with the Stockholm Convention and the Basel Convention.
  2. The project objective is to enhance the collective capacity of the participating countries in planning and implementing their national policies for the environmentally sound management of PCBs and PCB containing equipment in the context of the Stockholm Convention and the Basel Convention.
  3. The specific objectives are to:
  • demonstrate the advantages of the development of a regional approach in the field of legal infrastructure, training and cost effective technical and technological capital cost planning;
  • adequately advise the participating countries which are initiating / developing / completing NIPs in developing and initially implementing their individual national strategy for the ESM of PCBs and investigate possible cross linkages with the national strategies for other POPs waste (obsolete pesticides) as regards final disposal; and
  • reduce the costs associated with the treatment of contaminated equipment, including from discarded or abandoned equipment, and promote early action on implementation through building up of a regional mechanism for the ESM of liquid PCB waste and PCB containing equipment, by starting with a reduced number of countries.


  1. These objectives will require the execution of a series of activities. Wherever possible, these activities are developed in accordance with the goal of the project which is a regional approach of the ESM of PCBs. The project activities are divided in 2 phases:
  • Soft building capacities for regulatory framework, inventories and tracking system, management for transformers in use
  • Hard capacity building for handling, shipment and destruction of PCB based on the implementation of a regional treatment centre

The project consists of applying the concept of a regional approach in the management of PCBs taking into account all phases of the life cycle of PCB: manufacturing, importation, use, destruction, recycling. The means to be used are :

  • the regulation which should cover all the phases of the PCBs equipment life cycle: from the import until final disposal;
  • the inventories which allow to identify both the holders of PCBs and PCB-containing equipment, with a segregation between PCB oil equipment and mineral oil equipment associated with a risk assessment determining the phase out process;
  • the environmental management based on the best available technologies and best environmental practices for transformers in use and out of use developing management rules for purchasing equipment, maintenance and replacement
  • and awareness of stakeholders who are under this project:
  • Electricity companies, the main holders of equipment containing PCBs
  • Government and government control
  • Private operators involved in the maintenance, transport and destruction
  • Civil NGOs involved in the impact of chemicals and waste on health and environment
